Just as I foresaw and was warning elsewhere late last year, a likely
real world 'Twelve Monkeys' Scenario has
been exposed; a conspiracy involving rogue militarists, opportunists

Firstly, here is the original article of October 22nd to which I've
added a lot of research based on The UK Ministry of Defence's 2008/9
National Security Strategy and the existance of the
"Eyes-Only" Compendium document.
"Last night on Channel Four
7pm news (UK), A ‘General’ from Porton Down Weapons
Research Establishment in full military dress was shown attending
what appeared to be a ‘Commons Select Committee’ to
attest to in the public domain testing or some other activity by
the PWRE in recent times.
This ‘General’ when questioned about what had been going
on recently and why responded to the effect of:
“We have had to upgrade/enhance/review/renew our activities
in recent times BECAUSE OF INCREASED CIVILIAN RESILIENCE”
. The Bold letters are a direct quote and the only bit that I got
to write down in time.
This cannot be interpreted in many different ways. I’m fuming
mad about this. I don’t want any tattle, opinions or BS, I
just want the facts of what he’s referring to. I’m as
mad as hell about all this. That’s it, my head just exploded.
I’ve told C4 News to go further with this, or else I will
with no respect for political correctness or sensibilities. They
have acknowledged my request and sent it to the newsroom.
But I suggest we stop congratulating our massaged heads on how brilliant
we are and do something, sooner rather than later."

[extracts various] Quote Brigadier Chapman:(This is the original “resilience
“ quote.) "DSTL (Porton Down)
have a number of immediate response
teams. Those immediate response teams have been used a number of times
this year. If they are not used we would argue that is probably a
sign of success because of increasing civil resilience.
(note 'resilience' with small 'r'.) Quote continued — "The number of occasions they
have been used and the circumstances I cannot obviously go into at
this forum. Every civil power is aware of what can be brought to bear
across a capability framework. The Protect framework and what the
scientific support community can bring, all those who need to know
seem to be aware because they are used on a regular basis."
Quote Mr Ainsworth: "MoD's ability to counter-terrorism
in the maritime environment: MoD's responsibility
with regards to rapid reaction in the air environment;
and right through the whole spectrum to how you deal with a flu
pandemic ..."
Quote Mr Holloway: "As a Military man you and, I
guess, I, in my pathetic military career, were always told if you
wanted to win an insurgency you did not need coordination forums,
focus groups, secretariat, yet more self-licking lollipop process;
we were told that you had to have unity of command and unity of purpose.
Do we have either in the UK at the moment on this ... ?"
Quote Mr Hancock: "I understand the implications, because
it is about the ministers giving up power and nobody wants to do that."
Quote Mr Day: (NB He is not listed as attending the group,
and only makes this one single contribution — !?) "As far as what the MoD is bringing
is concerned, in terms of the operations we are conducting we bring
the defence perspective, we bring the capabilities, we bring a level
of understanding about operations and policy that does not exist anywhere
else in Government. In terms of counter-terrorism and Resilience […]
we bring a range of niche capabilities and a “back-up”,
if you like. It is very difficult to explain when you are not part
of it …
We are able to produce a strategy for Afghanistan that integrates
and has the buy-in of very, very different actors from defence, through
to DFID, through to the agencies ... "
Quote Admiral Lord West of Spithead: "For example, if we come into
Resilience, ... (note the Capital 'R'
and the Agent Noun - name of an operation or Action.) Quote continued —
... there are a number of departments responsible and it gets
pushed right down to a local level, so local government actually has
its local Resilience forums and actually produces plans for things.
[...] Now we have this overall stragegy it makes things a lot easier."
Quote Mr Hancock: "Can I ask a direct question
of the Cabinet Office about Resilience. Do you know
exactly at this moment how many members of the Armed Forces there
are, where they are located, and what they would be able to do if
you needed them? Do you know that now? If Resilience means anything
it means they ought to know because the Ministry of Defence would
have told them on a pretty regular basis."
Quote Admiral Lord West of Spithead; (Parliamentary Under
Secretary of State for Security and Counter-Terrorism, Home Office): "In the area, for example, of
counter-terrorism [...] they have produced a defence, counter-terrorism
and Resilience capabilities compendium - this never
existed before - which the OSCT can look at; it says what operations
they are involved in; what they are doing; what forces are available
for certain things."
Quote Mr Ainsworth: "Capability is the compendium
we have already talked about, and you can see that yourselves. It
is a classified document, so we cannot make it
....."

"They are using it. There are requests for their assistance
that come to me on a regular basis".[...]
"The purpose of The Compendium is to make
sure that people know exactly what is available to them."
(Defence Capability is therefore defined by the contents of The Compendium?).
Quote Mr Hancock: "What are you doing about making
sure those other agencies and departments know what is available there?"
Quote Mr Ainsworth: "[...] Defence capability is
being used by lots of different people on lots of different occasions.
It is difficult to go into specifics for obvious reason but they are
being used. The purpose of creating The Compendium
is to give greater visibility to everybody who needs so that they
can use that capability."
Quote Admiral Lord West of Spithead: "What Establishment are we talking
about?"
Quote Mr Hancock: "This is the Counter-Terrorism
Science and Technology Centre at DSTL"

So, did YOUR caring sharing Government know about these events in
advance, it certainly knew of the risks of Bird Flu accidentally or
otherwise entering our environment, the above CSC documents admit
clearly to that ... But how deep does it go ... After the FMD crisis,
the Government should indeed be well prepared, unless it doesn't care
so much and prefer the rather secretive MOD, and it's compendium,
to be all that it necessitates to facilitate a negotiation around
a Bird_Flu Pandemic?
